Downing Street, 20th July 1910. Wirn reference to Sir F. Lugard's telegram of the 14th of March and his confi- dential despatches of the 1st and 11th of the same month, I have the honour to inform you that His Majesty's Government have not yet been able to come to a final decision as to the suggested establishment of a high-power wireless telegraph station at Hong- Kong, but that the matter is still under consideration.
2. In the meantime, however, this question need not interfere with the establish- ment of the proposed low-power station to be erected by the Eastern Extension Telegraph Company, Limited, and Marconi's Wireless Telegraph Company, Limited (see my despatch Miscellaneous of the 1st of February last), as I am advised that there would be room in Hong-Kong for a low-power as well as for a high-power station.
3. I have to add, with reference to the first enclosure in Sir F. Lugard's Secret despatch of the 4th of September 1908, that if the proposed wireless station is erected on Pratas Island, it may probably be arranged with the consent of the two Companies above mentioned that the Pratas station should communicate with their station at Hong-Kong. The Lords Commissioners of the Admiralty are of opinion that this course would be preferable to arranging for communication between Pratas Island and the Naval wireless station at Hong-Kong as suggested by Sir F. Lugard.

With reference to your letter No. 31.521/1910, of the 27th ultimo, respecting Mr. Taylor's application for permission to establish connection by wireless telegraphy between Hong-Kong and Macao, I am directed by Secretary Sir E. Grey to state that he concurs in the Earl of Crewe's proposal to refer the matter to the Cables (Landing- Rights) Committee.
